Inkscape doesn't handle indexed JPG files correctly (grayscale JPGs)

Bug Description

Inkscape doesn't correctly embed or link grayscale JPGs, which have a indexed 8 bit color palette.

Attached is a testcase with a 24 bit JPG which is handled correctly and an almost identical 8 bit JPG which gets heavily dithered when embedded.

I tried the latest stable Inkscape 0.48.4 r9939 as well as a nightly build (r12483) on Windows 7.

The issue could probably be avoided if the underlying issue (re-encoding of embedded images) is solved, see

This seems to be partially fixed by r12516 (which stopped re-encoding of imported images). E.g. the image is now correctly embedded and also PDF export seems to be correct.

The file is still incorrectly decoded when rendered in Inkscape and also when exporting to other file formats (e.g. PNG, EPS).
