Metadata license, "public domain" URI, leads to a retired legal tool from Creative Commons

Bug Description

Inkscape 0.48+devel r12387

In "Document properties" -> "License" tab. If I select "Public Domain" the URI http://creativecommons.org/licenses/publicdomain/ is set. If I visit this page I reach a "retired legal tool" from Creative Commons.

After following a couple of pages back and forth my best bet is to replace the old link with the following http://creativecommons.org/publicdomain/zero/1.0/ and replace the name "Public Domain" with "CC0 Public domain Dedication".
