DXF import does not work

Bug Description

I am running Inkscape 0.48.4 and attempting to import .dxf files created by the Halftoner program. I can open those files in CASMate, QCAD and other CAD software, but not in Inkscape. My OS is Windows XP.

the above attached file does not conform to the normal file structure that a .DXF file should have. For example, it does not have a section called HEADER, or TABLES, or BLOCKS, or ENTITIES.

 It has been converted to normal AutoCAD format by loading it into QCad and then re-saving it, which produces a Release 13 format file. This file is attached here. It is readable by Inkscape.

sorry, it does indeed have an ENTITIES section, but it is missing the previous three sections, which are essential.
