support for webp exports

Bug Description

Since inkscape is a good tool to create backgroundpictures, icons and all that interface stuff for the web. it should relly support the exports to webp.
The first

Support for webp are currently in Chrome/chromium, Opera(+mobile) and Android. With 4.11 the KDE will support webp too.

Webp is a replacement for jpeg, png and gif. it creates smaller files with the same quality. its perfect for artwork. my dream is that someday the distributions will only ship webp images/icons and the users dont have to download as much as it is now
