Bug Description

File -> Close acts as expected with multiple documents open, but with only one open, it does the exact same thing as File -> Exit and closes Inkscape completely. The expected behavior is that Inkscape would close the open document and keep a window open.

  <https://bugs.launchpad.net/inkscape/+bug/170550>

Note that this was the original intended behavior, as documented e.g. in these earlier comments:
<https://bugs.launchpad.net/inkscape/+bug/168853/comments/1>
<https://bugs.launchpad.net/inkscape/+bug/170550/comments/1>

In current trunk (for next major release 0.49), the behavior was changed (due to popular demand), and Inkscape opens a new empty document if the last open document window is closed.
