Closing the only open document exits Inkscape completely

Bug Description
File -> Close acts as expected with multiple documents open, but with only one open, it does the exact same thing as File -> Exit and closes Inkscape completely. The expected behavior is that Inkscape would close the open document and keep a window open.
Inkscape: 0.48.4 r9939
OS: Windows 8

In current trunk (for next major release 0.49), the behavior was changed (due to popular demand), and Inkscape opens a new empty document if the last open document window is closed.
