Bug Description
A few of us designers were chatting about Inkscape at LGM and I mentioned adding black and white to the Tango palette.
As I originally made the Tango palette myself, with input from Jakub Steiner and Tuomas Kousmanen — and both of them agreed (and Ryan Lerch seconded it) — I have added the two colors in the GPL (Gimp PaLette) file and have attach the file to this bug report for inclusion in Inkscape.

Additional info: The attached Tango-Palette.gpl file should replace the existing one in /share/palettes/
As it is simply adding two lines, one for black and one for white, it is just a very simple bugfix, and the palette adjustment has already been approved by all the original members of the Tango Project (including Hylke Bons, who I forgot to mention previously).
