Add pure black and white to Tango palette

Bug Description

A few of us designers were chatting about Inkscape at LGM and I mentioned adding black and white to the Tango palette.

As I originally made the Tango palette myself, with input from Jakub Steiner and Tuomas Kousmanen — and both of them agreed (and Ryan Lerch seconded it) — I have added the two colors in the GPL (Gimp PaLette) file and have attach the file to this bug report for inclusion in Inkscape.

Additional info: The attached Tango-Palette.gpl file should replace the existing one in /share/palettes/

As it is simply adding two lines, one for black and one for white, it is just a very simple bugfix, and the palette adjustment has already been approved by all the original members of the Tango Project (including Hylke Bons, who I forgot to mention previously).

@JazzyNico - could this updated palette be backported to the stable branch, e.g. to be included in the next bug-fix release? I don't recall the details whether color names in *.gpl files are translated or not (in stable, or in trunk, or not at all).

@~suv - Some gpl files (including Tango) are translated in the trunk, but none in the branch (Bug #667402 'Colour palettes not translatable'). Feel free to backport!

@Garrett - just curious: are there plans to update the Tango palette shipping with GIMP, MyPaint, Scribus, etc., too, or is it considered ok if there are diverged versions of the Tango color palette (*.gpl) file distributed with Libre Graphics tools?
