Can`t save a PNG file in a folder with Russian letters

Bug Description

Open Inkscape, save the blank image as PNG file in a folder that contains Russian letters. The file will not be saved. But if you will save that blank image as SVG, you will succeed. Please look into this issue.

Inkscape 0.48.4 r9939 portable
Windows XP Pro SP2 RUS
Locale: Russian

It succeeds on Linux..
