default preference window size is too small

Bug Description

When open the preference first time, the window size is too small. Attached is a screenshot showing how it starts for me. It would be nice if it opens with a reasonable size, then I don't need to adjust it immediately.

Give a reasonable minimum size to the preference dialog. The attached is the minor change of the codes, and the screenshot of first running Inkscape. Please have review. Thanks a lot.
