Scale Y in Create Tiled Clones broken when Document Size Changed

Bug Description
Summary: The 'Scale Y' option in the Create Tiled Clones appears to break if the document size is changed.
Reproduce:
1.) Set the document size to 64x64 px
2.) Create a circle. Mine was a perfect circle (made using the CTRL key) about 15px in diameter
3.) Attempt to create concentric circles using the 'tiled clones' tool using the following settings:
* Reset the dialog to defaults using the 'reset' button
* Rows,Columns = 5,1
Symmetry: (left at defaults)
* Symmetry = P1: Simple Translation
Shift: (defaults except that 'exclude tile' on 'per row' is checked)
* Shift X: 0, 0, 0
* Shift Y: 0, 0, 0
* Exponent: 1.0, 1.0
* Exclude tile on 'Per Row' checked
* All other check boxes left unchecked
Scale: (set to scale the circle by 100% in x and y directions)
* Scale X: 100, 0, 0
* Scale Y: 100, 0, 0
* Exponent: 1.0, 1.0
* Base: 0.0, 0.0
* All check boxes left unchecked
4.) Choose 'Create'
Results: 5 circles that appear to be scaled are created. However, they are also translated in the negative y direction by a significant amount. If the document size is not changed and the above experiment is repeated, 5 concentric circles are created.
If 'Scale Y' is left at 0.0, the translation effect does not occur, and an 5 concentric ovals stretched in the x direction are created.

Underlying issue:
Changing the page height, orientation or adjusting it to a selection will add a 'transform' attribute to the parent layer group which triggers bug 168651.
Workaround:
After resizing the page, create a new layer, move the original tile to the new layer and create the 'Tiled clones' on the new layer.
