Changing page size adds translation to layers (even if they are empty)

Bug Description

When changing the page size a "transform=translate(x,y)" is added to all layers regardless if they are empty or not.

- If they are empty this it totally useless (and probably should be fixed)

- If they already contain content this behavior can lead to quite strange output. E.g. multiply grouped elements being translated back and forth. It should be considered to directly apply the necessary translation to objects were possible (although this is probably hard to fix and is more of a comment therefore).

Not really, but considering my report from almost five years ago I'd say fixing bug #170049 is the "proper" solution to all those problems making the requested workaround unnecessary.
