Bug Description
Sometimes, it's hard to select all objects in a layer manually because there are a lot of layers.
A convenient place for this feature would be the right-click menu for individual layers, in the layers panel.
This would make merging layers easy: see bug 170614.

'Ctrl+A' selects all within the current layer (unless you changed the preferences). Isn't this easy enough? inkscape. org/doc/ keys048. html#d0e2260>

Re merging layers: quickest way to merge (flatten) all layers:
select all across all layers, group, ungroup ('Ctrl+Alt+A', 'Ctrl+G', 'Ctrl+U') - no need to select all objects within each layer individually.
