Drag&drop file into second Inkscape window loads the file into first window

Bug Description

Inkscape 0.48.4 r9939

1. Open some file (File->Open, svg file in my case)
2. Open second file (File->Open, emf file in my case). Now you see 2 Inkscape windows.
3. Open Explorer, select some file, drag and drop it into the second window (emf file in my case).

Expected: the second window opens this file.
Actually: the contents of this file appears in the first window.

This is not a heat bug - closing as invalid

I don't know what is "heat bug" and why it is closed as "invalid" but I see this behaviour for certain and this is bug without doubt.

Confirmed on Windows XP, Inkscape 0.48.4 and trunk revision 12221.

When opening or maximizing the Explorer, Inkscape gives the focus to the first opened window and then use it to import the file.
Workaround: open the explorer, then select the correct Inkscape window, and drag and drop.

Could you please give your operating system version to confirm it's a Windows only issue?

Thank you for investigation.

My system is XP/32 bit with all updates.

And yes, if I select the second window after opening of Explorer then drag/drop operation finishes correctly (I see the graphics in the second window as expected).
