Bug Description
Reproduced on Windows XP, Inkscape 0.48.3.1, 0.48.4 and trunk revision 12137.
Not reproduced with 0.48.2 and older versions.
Steps to reproduce:
1. Open Inkscape with the default preferences.
2. Draw a rectangle
3. Create a linked offset
4. Move the rectangle, the linked offset doesn't follow the rectangle.
The offset behavior can be changed in the preferences (in the Clones section), but the default should be different for the clones (don't move is ok) and offsets (should move with the original).

IIRC this was an intentional change for:
Bug #184341 “Linked offsets ignore clone movement preferences”
(linked offset now only moves according to the prefs setting)
