Independent preferences for linked offsets

Bug Description

Reproduced on Windows XP, Inkscape 0.48.3.1, 0.48.4 and trunk revision 12137.
Not reproduced with 0.48.2 and older versions.

Steps to reproduce:
1. Open Inkscape with the default preferences.
2. Draw a rectangle
3. Create a linked offset
4. Move the rectangle, the linked offset doesn't follow the rectangle.

The offset behavior can be changed in the preferences (in the Clones section), but the default should be different for the clones (don't move is ok) and offsets (should move with the original).

IIRC this was an intentional change for:
Bug #184341 “Linked offsets ignore clone movement preferences”

(linked offset now only moves according to the prefs setting)

TBH I'm surprised this hasn't been reported more often since the release of 0.48.3.1: this seems to me a rather unexpected change for most users (even more so in a minor bug-fix release, without mention in the release notes); was questioned as such at the time when the original report was filed, and also briefly when the fix was being worked on in <lp:~ado-papas/inkscape/bug_167419>:

Shouldn't the default be 'Move according to transform'? Because without this bug report, I would not have known about this.

Thinking in terms of HCI (human computer interaction): You have to think what a user expects to happen and how easily can the user possibly modify how it happens.

To me the question is rather: should clones and linked offset really have the same behavior (see comment #3)? For me personally, I usually don't want clones to move in parallel with the original, but for linked offsets, it's often the desired behavior (to e.g. add an outline to a text or shape).
