German version, Windows file explorer = inkscape can't open a file with äüö in the folder name

Bug Description

In Windows Explorer etc. double click on a SVG file start Inkscape or inkscape view. It's just does nothing.
It only appears with Files or Folders that have special letters in it, like ä ü ö ß etc.

Selecting the file inside Inkscape with the filebrowser is no problem.

(yes, Inkscape or it's viewer is the main programm for SVG files)

This error started some versions befor. Whould it help if i try the exact version this bug first appeared?

- not reproduced with Windows 7, Inkscape 0.91pre3 r13670 (Dec 2 2014)

- In my case the double-click in Explorer will open it with IE, so that's not relevant.
- However, the right mouse button click in Explorer will open it in INkscape, as expected.
- just uninstalled 0.48.5 yesterday, so that is not available for testing

Not reproduced on Windows XP, Inkscape 0.48.4, 0.48.5 and trunk rev. 13828. Tested with a file in a d:\ùöß folder with Inkscape as default program.
I confirm it doesn't work when using Inkview, but it's a known issue already tracked in Bug #488997 “win xp: inkview fails on non-ascii filenames” <https://bugs.launchpad.net/inkscape/+bug/488997>

GurgiONE, Ragimiri, could you please confirm the default program for SVG is Inkscape, and not Inkview?
IIRC, the command linked to the SVG file type is set in the registry in HKEY_LOCAL_MACHINE\Software\Classes\svg_auto_file\shell\open\command (on XP).
