rename of locked layer does not get saved

Bug Description
locked layers can be renamed without any warning but the new names do not get saved into the svg file...
how to reproduce: open inkscape, open layers view, create new layer, give it a name, lock layer (next to the eye icon), save, close inkscape, reopen the file, double-click layer name, change name, press enter or click outside, the layer has a new name, save file, reopen: the layer retained the old name; rename of a locked layer did not produce any errors or warnings.
imho, the name of a locked layer should be immutable, or, layers should be renamable irrespective of the lock setting, but then the change should be propagated into saved file...

The issue is fixed in Inkscape 0.48.4.
