swatch cannot become gradient swatch (no edit button)

Bug Description
creating an object with a flat fill, then selecting swatch creates a swatch of that color, but i cannot make it a gradient (i cannot add stops -- though i can change the fill color for the swatch) the button to edit the swatch isnt even present. if there is another gradient swatch in the list of swatches, selecting that shows the edit button, but selecting the flat color swatch fill hides the buttons again.
