Inkscape try to write to Registry HKLM at Win7

Bug Description

In case Inkscape is not installed via installer it tries to write to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\inkscape.exe during st<rtup.
Unfortunately this will rais the error "RegistryTool: Could not create the registry key 'SOFTWARE\Microsoft\Windows\Curr
entVersion\App Paths\inkscape.exe", because in Windows 7 environment you have to start an application as Administrator to do this.
I would suggest to change it in the way, that if inkscape does not find its self in above registry key it shall write to HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\inkscape.exe and not try to do the aboe action.
