Bug Description
If I create a new document using one of the templates I am able to easily create polar arrays using the "create tiled clone" function, this easily done by adding no shift and the relevant amount of angle per column with only one row.
If I create a new document and then alter its size the exact same procedure does not work properly, instead the centre of rotation follows a curve with a radius equal to the change in the document height I specified.

Underlying issue:
Changing the page height, orientation or adjusting it to a selection will add a 'transform' attribute to the parent layer group which triggers bug 168651.
Workaround:
After resizing the page, create a new layer, move the original tile to the new layer and create the 'Tiled clones' on the new layer.
