Lower opacity border prints offset

Bug Description
I am trying to print the attached map from Inkscape. If the opacity of the blue border is 100% than it prints fine. But if I lower the opacity the border prints slightly lower and to the right of where it appears on-screen; about a quarter inch or so. The only way around this I could figure out was printing it to PDF995 to convert it to a pdf and then printing. Saving the svg file as a pdf results in the border just disappearing.

Border saves to pdf just fine. Plz re-test.
