some path effects lead to empty elements in the undo history

Bug Description
Inkscape 0.48.3.1 r9886 on Windows 7 (x64)
To reproduce:
Create a rectangle.
Apply the "Hatches (rough)" path effect to the rectangle.
Move the hatched rectangle.
Undo and redo. An empty element will appear in the undo history.
After the empty element has appeared, some twiddling (undo, redo, and clicking around in the undo history) will cause the undo history menu will develop an offset, thus becoming unusable.
The bug also appears with the "VonKoch" effect instead of "Hatches (rough)". I don't know how to use most of the other effects so I don't know if they exhibit similar behavior.
