Inkscape window persists out of display

Inkscape 0.48.3.1 r9886 (inkscape-0.48.3.1-2-win32.7z package), Windows 7 x64

Steps to reproduce:
1. open Inkscape window
2. move window out of display
3. right click on Inkscape icon in taskbar, select "Close window"
4. when prompted select "Save"
5. reopen the file.
Result:
Window opens outside of display boundary.

Let me ad some details:
 - you must edit the file to trigger the "File save" dialog.
Expected behaviour:
Window should always open within display boundaries. This is specially true for portable version, as it may be used on multiple computers with different display sizes.
