Bug Description
In some moment, when one tool pallet was added above the others(Path efects), the bottom pallet (fill and border) suffered from a bug that made the slide buttons (opacity and blur) have their positions altered to most high and hovering another interface elements (I've take the screenshot).
I'm using Windows 7 Professional, x86 32 bits with a onboard graphics card (VIA Chrome 9 HC IGP Family).
My inkscape version is: 0.48.2 r9819
