font weight may be improperly displayed

Bug Description

(I originally thought this was related to Bug #200899 but it turned out not to be. Posts 30-34 in that bug discussed this issue.)

When Inkscape reports font weights a <text> font-weight is not propagating down properly into a <tspan> which lacks a font-weight. So if the former is bold, and the latter is empty, then both the text tool and the top of the screen display will say "Normal" for that font, when it actually displays as "bold". Adding a font-weight entry to the <tspan> fixes the problem, this an be done in Inkscape by toggling to "heavy" and then back to "normal". The attached file rotEc.svg demonstrates this effect
