Help menu functions opens IE and system default browser

Inkscape 0.48.2 r9819

When opening the Inkscape manual through the Help menu (and, as it turns out, the problem replicates with "report a bug" in the same location), the manual opens both in IE as well as my system default browser, Opera. No other software tries to access IE instead of Opera.

I just tried to duplicate this in Windows 7 x64 and this doesn't happen. When I have FF as my default browser, Inkscape only opens the weblinks in FF. Doesn't trigger IE at all. Maybe it might be a Windows XP only bug, or there is something wrong with your system.

This is likely a broken system configuration or else a bug in Python - all that Inkscape does it using a command (webbrowser.open(url)) from a default python module (webbrowser) with the URL for the selected menu item. The python function is supposed to open the system's default browser:

Not reproduced on Windows XP, Inkscape 0.48.4 and trunk revision 12004.
