Is there a way to change stroke color before drawing a freehand line?

Each tool can use either "The tool's own style", or the "Last used style". This can be configured in the preferences for each tool separately (double-click a tool icon in the toolbox on the left to open the preferences). The path tools - pencil (freehand) and pen (bezier) - use their own style (black stroke, 1x wide, unfilled) with default settings, but can be switched to use the last use style (includes both fill and stroke color).

If you change the preferences of the freehand tool to use the 'Last used style', you can change the colors of the current style before you start creating a path or a shape, by clicking on a color in the palette below the canvas area. Note that any objects currently selected will be affected by this change of color too.

You cannot use the Fill&Stroke dialog nor adjust other settings (e.g. the stroke width) without actually having a current selection (i.e. _after _ an object was created).

In order to change stroke color, you have to hold SHIFT and select the
color (for fill color, you only need to select the color), is there a
way to change the settings so that selecting the color will change the
stroke color (opposed to the fill color).

No, the modifier used to assign a color from the palette to the stroke is not configurable (it is hard-coded to <Shift>, and the modifiers cannot be swapped, i.e. 'None' for 'Stroke' and <Shift> for fill)
