Unnecessary scroll bars in swatches dialog

Bug Description

Both scroll bars in swatches dialog are always visible even when they are unnecessary. This issue concerns both modes of presenting swatches: grid and list.
See attached screenshot.

Yhis problem affects Inkscape r11533 on Windows XP.

I hope this one helps. It's a little bit more global solution than just for swatches, I hope it's not a problem for the other widgets using PreviewHolder

Tested successfully on Windows XP, Inkscape trunk revision 12277.

Apparently, no other widget uses the PreviewHolder code.
