rename "Show/hide other layers"

Bug Description

From the description, it seems like it only toggles the state of the other layers. That behavior is useless so I never tried using it until recently.

But that's not what it does: it also toggles on the layer you click on. That is useful. But it should be named something else, say, "Show only this layer". Yes, if you shift-click twice, it shows every layer. But that's a corner case more than anything else, and could easily be seen as turning "Show only this layer" off.

Show/hide other layers does exactly what its name suggests in 0.92.x - it toggles visibility of all layers but the current one.

Proposing to close this issue - probably as 'fix released'?

From my testing, it also shows the current layer if it is currently hidden. It doesn't toggle if it is already showing.

Steps to reproduce:

1. Create a new document.
2. Create 3 different layers and put an object in each one.
3. Open Layers, then hide Layer 1.
4. Click 'show/hide other layers' on Layer 1.

Actual result:

Layer 1 is showing, layers 2/3 are hidden.

Expected result:

All layers are hidden.
