Bug Description

When I select a file that contain russian letters in its name, it isn`d displayed correctly in the right panel. I use Inkscape 0.91 on Win7.

Which installer did you use for Inskcape 0.91? (32bit|64bit, exe|msi|paf.exe|7z)

I use 64bit version and .msi installer.

Not reproduced on Windows XP (32bits) with 0.91 and trunk rev. 13950.

I confirm the bug on Windows 7 (64 bits), msi installer 0.91 r13725.

Confirmed on Windows 8.1, Inkscape 0.91 (64bit, 7zip package).
Not reproduced on the same computer with the 32bit 7zip package.
