Bug Description
Inkscape 0.48+devel r12822 gtk3
Windows 7 x64 SP1
Steps to reproduce:
1. Start Inkscape.
2. Maximize the window (I happen to run @ 1920x1080)
3. Help > Inkscape Manual
What happens:
The Inkscape window resizes itself without warning when hovering over the "Inkscape Manual" entry in "Help".
What should happen:
Nothing since you never left clicked on the "Inkscape Manual" entry in "Help".
NOTE: There are several other places where moving the mouse will also trigger this random resize, but this is the easiest way to trigger it.

Reproduced on Windows 7, Inkscape trunk revision r12823 with devlibs-gtk3.
Not reproduced on the same computer with the official devlibs (same Inkscape revision).
