restore review plugin

review got lost in the move to tdb. It'd be really useful still in monitoring sites; we ought to bring it back.

I'd really like to be able to run the review plugin on ol.org. (To be clear, this is not Tommi's thing which lets you review books, but an older thing which lets your review wiki edits.)

This doesn't appear to be about book reviews... but "an older thing which lets you review wiki edits" - not sure what that means unless it's a view of any/all edits you've made. If it is that, then it is something we'll provide on a User page.

It is about watch lists for monitoring modifications to all pages or a
subset of pages in the website.

Perhaps we could make use of this for the Lists feature?
