Bug Description

Items with names like foo.en, foo.fr should be content negotiated between.

Anand says it will take another month to implement the secod step of this, so I am downgradig the status to "In Progress"

Anand has implemented this. Hooray, Anand! We do need to set up some kind of tutorial to help users get started helping with the translations.
