"Reboot Required" link opens Update Manager, doesn't reboot

Bug Description
After doing some updates, I noticed that the system menu now has a red-letter entry "Reboot Required." Since I wanted to reboot, I clicked the button expecting my computer to reboot. Instead, Update Manager opens.

Also, "Restart" is used in the Shutdown confirmation dialog. The same word (Restart or Reboot) should be used in both places.
