Was working file on Ubuntu 18.04.

Bug solved on my Dell Computer with Ubuntu 19.04 by adding the file "dell-smm-hwmon.conf" in the directory "/etc/modprobe.d" with the line "options dell-smm-hwmon restricted=0 force=1" and also adding at the end of the file "/etc/modules", the line "dell-smm-hwmon".

Sounds like this is a kernel bug / change which has caused this - reassigning.

Is there any process hogs the processor?

Anyway a quickest way to find out what happens is to do a kernel bisection.
