Edit-Save does not work if Japanese locale

Bug Description
Steps:
1. Set up your Time&Date to show time in Japanese
2. Create a new reminder like "16:00", save
3. In the Manage window it shows up as "04:00午後"
4. Edit it
5. Cannot save because "04:00午後" is deemed to be in wrong format
Suggested fix: Save as "16:00" instead of "04:00午後"

I'll see if there is a simple way to fix this as changing the format might be a very involved process. Indicator Remindor has been "on the backburner" so to speak, as I've been busy with a bunch of other projects. So it might take a while for a fix to arrive.
