Chat status buttons should not be displayed if chat isn't running

These buttons are confusing, since they hint at the chat functionality, but to enable them, you actually have to go to another menu, to start chat. Either the buttons should be active, and start chat when the status is changed from "Offline," or they shouldn't be shown at all until the user starts chat, as is with the Broadcast Text-field.
