Keyboard Layout switch combination breaks other applications' shortcuts

Bug Description
Context:
I have a keyboard layout switch combination set to "Alt+Shift" - i.e. "Shift + Alt L".
Problem:
In another application I have functionality bound to "Alt + Shift + h". And I cannot use it.
What I tried:
* Same settings on Ubuntu 13.04 with same application - works OK.
* If I set the Keyboard Layout switch to something else (e.g. Ctrl+Shift) - works OK.
The problem seems visible on "Keyboard Layout Chart" too.
Bad Scenario (when my layout switch is configured to "Alt+Shift")
- And in Layout Chart I press Alt -> Alt gets colored in red.
- While keeping Alt down, I press Shift -> Shift does *not* get red, and Alt is grey again.
(This was also reproduced with Ctrl+Shift keyboard switch: it prevents having Ctrl+Shift red in the Layout Chart Application)
Good Scenario (e.g. - when my layout switch is Ctrl+Shift. Also works fine on Ubuntu 13.04)
- I press Alt -> gets red
- I press Shift -> it gets red too
- So both buttons are red at the same time now (until buttons are released)
