Bring geonames database to disk

Bug Description

There are a few problems with using geonames lookup service used today:

1. Creates an inconsistent user experience based on whether we're connected to the Internet
2. When you select a town, the pin does not go to the town's location on the map
3. Clicking on a map does not bring you to the closest geonames town. It brings you to the closest geographic "timezone town".

I've done some initial work making it possible for you to click on towns of greater than 150000 in the map, but there is still work to synchronize the completion to use libmap instead of json queries.

This was done in part to fix bug 892370. Suggested fix was taken from comment #5.

As far as I know, the current system is based on tzdata time zones, right?

Yeah, exactly. It would be nice if we could click anywhere and it would get the right town, instead of just saying you live close to a "timezone". Time zone in this case is a city that has at any point in time had its own accounting of time, regardless of whether it's still relevant or different from other zones.
