Not keeping the screen birghtness setting

My laptop after being idle for literally 30 seconds I have the screen brightness at setting 4 but it keeps jumping back to maximum setting on its own even tho the indicator says its at level 4. I click on level 4 again and it goes back to the setting I had it's doing this every 20 - 30 seconds I leave the laptop idle. Was working fine all along. The only thing I have done or installed since this started to begin was pepperflash ppa for chromium I had google chrome all along using pepperflash with no problem.

Apologies just seems to be conflicting or the setting is overwritten by the system Brightness & Lock settings in Unity. Unchecking dim display in brightness and lock system settings seems to have stopped the behaviour all is ok now.
