Embedding of appmenu as dropdown menu under icon/button/caption must be implemented added to overcome above issues. Best examples of such implementations are Firefox's Iconic menu and gnome-global-menu (http://code.google.com/p/gnome2-globalmenu/) As for me, best implementation would Caption (as in title bar) in top panel to open drop down or floating appmenu on left click. While current (at least in Unity) mouse-over switching is annoying and useless with touch screens.
