help menu in empathy has incorrect order

here is an interesting find. If I log out and log back in and launch empathy. all wroks fine for both the buddy list and the conversation window. Once I close the conversation window and click on the buddy list window, the menu appears the same as the conversation window. It doesn't show the buddy list window menu.
