shortcuts displayed in application menu don't update when they change inside an application

Bug Description
I'm running Unity on Ubuntu 13.04.
To see the problem:
1. In gedit, enable the External Tools plugin.
2. Open the Tools->External Tools menu and notice the keyboard shortcuts listed there.
3. Open Tools->Manage External Tools and change the keyboard shortcut for a tool.
4. Open the Tools->External Tools menu. It will still show the previous keyboard shortcut.
If you repeat these steps running 'UBUNTU_MENUPROXY=0 gedit' so the menu appears inside the gedit window, then the shortcut updates just fine. So this is an Ubuntu application menu issue.
