Evince menu items do not appear in HUD

Bug Description

I'd like to switch to/from 'Continuous' (View → Continuous) mode through the HUD, but it seems like none of Evince's menu items are appearing in the HUD.

Steps to reproduce:

1) Open a file with evince
2) Note that there is a "Continuous" option in the "View" menu
3) Hit Alt to bring up the HUD
4) Type "Continuous"
5) No items appear in the HUD to activate/deactivate continuous mode

Expected behaviour:

5) "Continuous" option appears in the HUD

Additional info:

The "continuous" option is missing, in addition to *all* of Evince's menu items

The attached branch assumes that an application either exports its full menu via dbusmenu, or via both an application and a window menu. This is true for evince (exports only and appmenu but a full dbusmenu), but not for many other applications (for example LibreOffice).

This issue goes away once bug #1026088 is fixed.

This is not an issue for evince anymore, as it switched to having a gear menu. Bug #1026088 still tracks the general problem.

Why is this Invalid and "not an issue for Evince anymore" when the exact subject of this bug is still the case? The items in the Evince gear menu don't appear in the HUD in 13.10, and clearly people struggle to find its Print command (bug 746160).
