drag and drop on globalmenu does not work

Bug Description
Firefox lets the user add bookmarks by dragging the icon at the left of the URL field to the bookmark menu which then is displayed. This is a handy feature I often use.
Unfortunately, this is not possible with Unity since dragging something on the globalmenu does not make menus appear.
Menu bar should appear when something is dragged on it.
