bin directory and its contents not in install package

Bug #1226153 reported by Andrew Forrest on 2013-09-16

Bug Description

The install egg created/installed by the configuration in this project does not include the './bin' directory or its contents.

This means, among other things perhaps, that the various chef scripts cannot be found but more importantly, the orchestrator command line script is not installed either.

The workaround is to run this project from its development source directory.

This workaround fails however for cases where the package is installed and the installed egg has priority over the development sources.

Changbin, I'll have a look. I'm not a setuptools expert however.

Include scripts in package: chef + orchestrator

Add the 'data_files' and 'scripts' directives to the setup() call
in so as to make setuptools include the chef scripts
and orchestrator script in the package and install them in locations
    suitable for the current code.
