resolution changes can break docked tool widgets

Tool widgets can only be docked if they fit along the edge to be docked to. However, if they are docked and the desktop resolution is changed, they remain docked even if they no longer fit. Qt seems to squash them all up next to each other, making it impossible to actually use some of the widgets.

I also saw a case where an undocked widget disappeared when shrinking the screen resolution. Even closing and re-opening the widget did not make it visible. Perhaps we could query the screen res and make sure the widgets are inside it when making a tool widget visible.
