Bug Description
I'm getting an invalid sub-version spec when importing a library in another library, but not when importing it in the repl.
$ cat testver.scm
(library (testver (1 0))
(export)
(import))
$ cat test.scm
(library (test)
(export)
(import (testver (1 (>= 0)))))
