Why is evaluation required when scheduling a course?

One of the options under evaluation is "Not Evaluated."

Carol, are you suggesting that the behavior should change?

Yes, that is my suggestion, so maybe you can decide if it's low priority or whatever. I suggest that either the module changes so evaluation is not required until the course has been 'completed,' or that you addan option like 'course not yet completed.' Of course maybe I'm over thinking this and 'not evaluated' is sufficient.
