translations out of date

 The mali-deployment form for translation in the launchpad (../ihris-mali/trunk/+pots/mali-deployment-history/fr/+translate) is not the most recent as the three new fields (Title of Post; Date of Decision and Reference number of Decision) are not available for translation.

Translations on Launchpad have been updated and the fr_ML.po files have been exported. Just need to run translate_tempaltes.php --locales=fr,FR_ML and commit.
