Redesign navigation

Suggest redesigning the navigational scheme so that each module has its own navigational element: Database Administration, System Configuration, Employee or Health Worker Records, Job Structure/Positions (Manage only), Recruitment (Manage only), Training (Manage only), Reports, Search. If any modules are turned off, they would appear grayed out on the sysadmin's view so that the sysadmin would know at a glance what was on and what was off.

Also on the Administer Database area, create a separate page for each type of data to make it easier to navigate and find data (facilities, worker information, locations, etc.).
