User Statistics Only Available to Admin Role

Bug Description

A task should be added to access the User Statistics page so that task can be assigned to the Executive Manager role, for example.

The task can_view_user_statistics has been added to 4.2-dev and will be in the 4.2 release. This task can be added to any role, but to see the link it would need to be added to another page or the role would also need can_configure_system so the page with the default link can be seen.
